You buy it in the temp items category, but it doesn't have the Temp tag like the others, so it's uncertain. +999 to stats isn't gonna do much more than +100 would. That's decently useful, but the real big thing is the Regen/Refresh, I'd say. And of course, I'm sure the effects SE isn't telling...
