En-spells, phalanx, bar-spells are purely enhancing skill based. stoneskin is partial skill/mnd. caps out at ~350 damage absorbed. addition: old thread i found longtime ago on my old char (also rdm) when i was still learning the job: all about enfeebs and potency/accuracy

i remember reading about the loq earring once and it was tested with a parser of some sort, that came to the conclusion that AF hat is 5% haste for spells, AF body also 5%, but loq earring was only a ~1.5% improvement on the haste effect (and after looking, i can't find where i saw this info >.<)

that's a good question, and i'd have to say that it depends on how you play. my plan is full enfeebling, then to rdm specific: 10pts (all 6 elemental accuracies X1, ConvertX3 (9min recast), and 1 additional to wind accuracy for gravity/silence) not really sure what i'll do after that, or if...
