    Yes ice has a higher volume, but that extra volume is the part of the iceburg that sticks out of the water, so it doesn't displace any water.

    You're right, the ice that is floating in the water is already displacing it's weight(note: not all of the iceburg is displacing water, since part of it is sticking out above the water). It's the ice that is on the continents and on Greenland that will cause the sea levels to rise when it melts...
