affected

I was curious, if you were a Rank 6 in one country and flagged Zilart Missions then switched over to a new nation, will it allow you to continue or will you need rank 6 all over again before you can progress?

Does anyone know if corsair's phantom rolls are affected by any particular stat at all? I would assume not, because bard's buff songs are not, but there is also no "roll" skill of any sort...anyone know anything about it?
