How do I shrink an image to pixel size and keep its H/L ratio? I did it once for my current rockin' avatar but I want a new one for multi-forum use and I can't figure out how I did it.

EDIT2: Nevermind...damn I really hate Photobucket for reducing its size >.< The reason why the topic is MS Paint, is because I made it with MS Paint, and it is a really good work too...i'll try to get it working sometime...
