perpetuation

So my question is, Does HQ staves lower more perpetuation then NQ staves? ie. Ramuh cost 7MP a tick, with auto refresh and NQ Lightning Staff it cost 5 MP a tick. Auto Refresh -1 NQ stave -1 Or is that Carby and Fenrir only? Just a question i was wondering. I always saw SMNs with HQ staves...
