Ok has anyone found out what effect capped areas have on learning spells. i.e. : trying to learn Radiant Breath(54) at lvl 44, but in lvl cap area of 40 ; trying to learn Frightful Roar(50) at lvl 44 in a 40 cap area. 1st is more for it even being possible, 2nd is more for difficulty( I read...
