I can tell you for a fact that cops do have quotas. However, they're not necessarily from the department they work for. It's more along the lines of the city/agency budgets according to a certain expected income from citations so the departments/agencies are expected to meet this quota in order to maintain their own budgets and therefore the individual cops are expected to do what they can to make sure their department/agency meets this "obligation." My dad was on the city council of my hometown for about 8 years when I was growing up so I learned a few of the ins and outs of municipal bureaucracy politics.
