Yes. No matter what Avatar Quests you do, that little Tarutaru in the Black Cloak always appears when you turn in the Whisper.
Not exactly creepy when you see him appear after every mission involving Avatars.
Like Svina said. He has something to do with the SMN AF missions.
Also... I forgot what his name was... The Tarutaru dude that Summoned Fenrir during "The Great War", totally friggin' whomped ass, then ended up DYING at the very end...
He's mentioned in the Vana'diel Tribune (The First Edition. Read the back issues. More specifically the article "And they call him Fenrir". Back when Fenrir was first patched into the server).

After Riverne Site #A01 and before Diabolos, you help the Tarutaru Triplets Traverse the Towns (Jeez, talk about a tongue twister) in a search for their father...
I'm not going to say anything regarding who it is... Honestly, I forgot. All I know is that AMONG people like the Principal of the School of Magic (Who talks alot like Ned Flanders on "The Simpsons"... With his "Hidilley-Hos", "Right-a-rinos" and "Okely-Dokelies"), the rich Tarutaru homeowning men of the Suburbs of Windurst Waters, and the Drunken Tarutaru regulars who linger about the "Timbre Timbers" Inn... The name of the "Taru Man who summoned Fenrir, Saved Windurst, & sacrificed himself" pops up.
(That part about him summoning Fenrir, Saving Windy and Dying isn't really a spoiler. You can read THAT in old issues of the Vana'diel Tribune regarding Fenrir being patched into FFXI.)
My THEORY is that Black Cloaked Tarutaru ghost just MIGHT be that dude...
Damned if I know who he is for sure however. Because I haven't done any SMN AF except Solo SMN AF1 for someone's girlfriend.
That's just an educated guess.
