In short, yes. If you are going to make the change to melee jobs, especially as a taru, I would highly suggest getting those items. My character is taru with 65BLM, 42WHM, 21SMN. I didn't know anything about melee until I switched to ninja. I can't tell you specifics about BLU, but any melee...
