here are the theories i have heard...

1) It is the Californian Police code for possession of Mary-Jane...like 187=murder, 420=doobie possession

2) It is the most common time in the world people are smoking (not so much a theory, as it just seems to be)

3) Its Hitlers birthday...(only know that from the Columbine incident)

4) 4 and 20 blackbirds baked in a pie...

5) Theres a bible verse... somethin about 4 kings and 20 men sitting around something... i unno, obviously too much of a stoner to remember or care

6) uh, i dont have any more

7) fun 4:20 fact, besides numerous references (lol, no pun intented, REFERences) in the Simpsons, every clock in Pulp Fiction is set to 4:20...

8) also fun to look for, any random commercial that they show a clock, often set to 4:20....hell if i know why...

fun lil quip i like to say, "hey, its 4:19, got a minute?"

but stay safe, never smoke anything you didnt roll or seen rolled, and dont be stoopid about your pot, like saying dumb shite over cell phones, posting in public forums...and grow up and get over hot boxin your car, and most importantly...pass that over heeeeeeere
 
After living in colorado for literally my whole life, right next to columbine no less, i cant stand idiots that think its a drug code. it is NOT a drug code in ANY state, and for those of you that disagree with me, your just to damn high to listen.

I don't feel like checking every state, but I can confirm that it is not California. California penal code section 420:

§ 420 Penal

Every person who unlawfully prevents, hinders, or obstructs any
person from peaceably entering upon or establishing a settlement or
residence on any tract of public land of the United States within the
State of California, subject to settlement or entry under any of the
public land laws of the United States; or who unlawfully hinders,
prevents, or obstructs free passage over or through the public lands
of the United States within the State of California, for the purpose
of entry, settlement, or residence, as aforesaid, is guilty of a
misdemeanor.

Edit: In Colorado Title 18 - Article 18 - Section 420 of the criminal code has to do with imitation controlled substances, but not marijuana in particular.
