Looking further this particular phone number has been used to register other websites that are involved in scams as well so i doubt harassment will even get me anywhere.

you could look into some old school (ancient) phone phreaking techniques to run his bill into the thousands. you would be hard pressed to find anything to do that on a modern phone system but China on the other hand...
