Go int metal works and up a lift and directly opposite Cids room door is a Galka who is the one in charge of it all, i forget his name. You have to be rank 3 and a certain level i think before u do it but once u talk to him and u meet the specs needed, u get put int a cut scene, watch all that then go to Sandy and Windy and talk to the ballista people there.
In sandy the guy is next to the zone for East Ronfaure i think it is in port( i think do not quote me on this) i know for sure it is an elvan male.
In windy go into Heavens Tower and into the Oracles(or sumthing ) room and go up to the counter and talk to the taru behind the desk, i forget which 1 is the right one.
Both in sandy and windy tell u to go see their leader, so after you do this head back to the person that sent u to them and talk to this person again.
Once you've done both of these head back to the galka in bastok and talk to him he sends u to the ambassador, go talk to him then back to the galka and voila.
Hope this helps

I believe the Galka in Metal Works is called Iron Shield and yes he is right outside Cid's workshop.
Thank you for the help and the Galka's name in Iron works is
Invincible Shield
But that got me close enought to get the job done. Now time to see how fast I can get my butt kicked 8)

The guy in Sandy is in Northern San d'Oria, near the gate to West Ronfaure. And after you talk to him, you need to go to the Chateau and talk to the King. Then from there I believe you have to talk to the guy in North Sandy again to get your letter.
