Fish float naturally. Make up your mind. Pugils don't Hover. They do not defy gravity, as observable by them bobbing around when idle. They work like hummingbirds I suppose.

Weight isn't static, it's based off gravity. We don't know what Vana'diel's gravity is like. Nor do we know the actual mass of a pugil. It could have hollow pockets in its organs/bones, resulting in it to weigh less than if they were filled.

Nah, as long as their...think it's volume, is equal to / less than that of the water around them (or something like that), they're able to stay afloat without moving.
