Campaign Ops

I haven't really tried to do Campaign Ops but I've been looking to do Splitting Heirs. I was wondering, does that Campaign Op require all members to be allied to Sandoria, does the leader have to be allied to Sandoria or can anyone with one of the items just start it? Since I'm new to Campaign Ops, I was wondering how they worked. Thanks for any answers.
