what's the deal with this quest? is it available once per conquest tally? or only in certain cities?

I did it last week (got a bastok gate glyph), and now I'm unable to get the quest this week

for those who don't know, this is the quest given out at the starting cities chocobo stables, asking you to deliver a chocobo to a given destination

Once a week, different routes on different game days, from bastok, starting left to right at the NPCs. To Windurst, To Jeuno, To San d'Oria. To Jeuno's best prize is a Gate Glyph. To San d'Oria/Bastok from Bastok/San d'Oria's best prize is Dragon Chonicles(20:30 max ride time to earn) To/From Windursts, excluding Jeuno, best prize is Miratete's Memoires(33 minutes max ride time to earn.) You gotta wear a few pieces of Rider gear to do this, as I think the fastest time is always slightly over 30 minutes. Time spent zoning is counted against you, so if you're a slow zoner(be it hardware related or lag related,) you're never going to make it to Windurst in time.

Kazham to Norg, best prize I think is Memoires too, but it's max time to earn is abyssmally low. I know the jungle inside and out, and can't ever make it in time.

how do you know which game day you can start the quest, though? for example, right now i'm unable to get the quest

It's conquest tally related. I've done it on saturday, then been able to get it on sunday before. At bastok, it rotates Windurst > Jueno > San d'Oria > Windurst. So if it's not going to San d'Oria, just wait a bit.

At any time you can do it, it just has to be up. Talk to the choco NPCs, if its up, they'll offer it to you. If its not up, well, you get to rent a choco.

Going anywhere to Jeuno is probably not a good idea, simply because the exp scrolls for the other routes tend to come in handier than the gate glyphs for going to Jeuno.

The Kazham one isn't always up (it probably rotates Norg > no quest > Norg or Norg > no quest > no quest > Norg). Also, it has a VERY strict time limit, and unless you're incredibly good at Yuhtunga navigation and don't bump into any mobs or players, you probably won't make it in time.

Sandy/Windy has a stricter time limit than Bastok/Windy, but it can also easily be done without riding gear.

Note that the time limit is the same between two places no matter which direction you go. Consequently going *from* Windy is a worse idea than going *to* Windy (y helo thar cliff in northern E Saruta). Similarly, going *to* Sandy is a worse idea than going *from* Sandy (y helo thar cliffs in La Theine).

So, as a summary:

Windy -> Jeuno and Sandy -> Jeuno and Bastok -> Jeuno are out because exp scrolls are more useful than gate glyphs.
Bastok -> Windy and Windy -> Bastok are out because you need riding gear and they take longer.
Windy -> Sandy and Bastok -> Sandy are out because you'd have to go up cliffs instead of down cliffs.
Kazham -> Norg is out because it's just plain hard to do (though if you can do it reliably, more power to you).

That leaves Sandy -> Bastok if you want a Dragon Chronicles, or Sandy -> Windy if you want a Miratete's Memoirs, as the recommended routes to take. Sandy -> Bastok is also somewhat more forgiving to do in the time limit if you've got various slowdowns due to computer or connection quality (it's a shorter trip and you zone fewer times).
