Has anyone been able to get the scarves that warp you to a city's chocobo stables?

I've gotten all the regular items, and haven't seen one of these this time ; ;

I waited 3 days in a row and then got angel wings, then I waited one day and got angel wings the next day; so I don't buy that waiting at least once prevents you from getting angel wings.

[Twille]

Through personal experience i've seen that waiting at least one day prevents you from getting a SINGLE angelwing at least. I've gotten stacks of 13+ 2 or 3 times now, and i've NEVER gotten one of those lame Chocobo Tickets after waiting for a day.
