Evisceration Quest problems

I'm stuck getting the quest active. It seems that having Everyone's Grudging active intereferes with it, since no matter what I do, Jakoh just tells me about the Rancor Flame. If anyones run in to the same problem, have you found a solution that doesn't involve solving Everyone's Grudging?

its possible that if you have some other trial weapon quest started and unfinished, you cannoy begin another one. Is it possible thats whats wrong?
