Oh, here's a little lesson on HDTV.
HDTV is digital and set at a resolution that doesn't easily translate into what "old" TV was set at.
This is a prime example of the common complaints one hears abotu HDTV. There are 3 major holes in the technology: DVD, Anologue TV, and Older Video Games.
The issue here isn't SE, nor is it your PS2/PS3, it's the Hardware in the TV and how it decides to interpolate the images it receives. In other words, you are sending a game signal ser at Anologue TV's rate of (NTSC) ~480 x 600, and you are showing it on a screen that is either (720i/p) 1280 x 720 or (1080i/p) 1920 x 1080. You're stretchign the image over a larger canvass, and the TV hardware's trying to make sense of it.
Now there are multiple solutions to this problem, unfortunately none are really reasonable: Using a PC on your HDTV, buying an HDTV with better logic, etc.
But for now, I think you are kinda borked.
You sure you have your Aspect Ratio set right? Menu >> Config >> Misc >> Aspect ratio 16:10.
