Yep it's JP peak atm... and besides, they have 100Mbps connection and FFXI servers are in Japan... match that rest of the world! It's like downloading a file from LAN!

You'd figure if they were doing anything worth a damn this whole time they coulda done something about not being able to handle alot of people updating at once They oughta take a hint from other MMOs and just do numerous small patches daily. L2 and MxO do this and i couldn't be happier to download, install, read about the updates, and restart the program during the first 10-15 mins of the time i'd like to play, how hard could it be?
