Glitch or hack?

Ok first of all, if this is in the wrong section of the forum, my apologies.

I was up in sky tonight (Wednesday 23rd) trying to get some NM items to complete pop sets.
This is a picture from when we were scouting around in the Zip spawn area.
I saw the same thing from my bf's pc so I wasn't sure if this was a glitch or a hack.

You may have seen Uyokun, Jaudez, Dnrong and their buddies up in sky at some point. These people are the ones under the floor.
I know the pic kinda sucks (I play on the ps2) but when I targeted them, these were some of their names.

Now what I want to know is, is this a glitch or a hack?
We did GM call about this and they said they were going to make a report immediately.

This was posted on BG a while back ago, they prety much said it was just a glitch.

You can't force monsters on other player's computers to move. You can do it on your side, however they will move back once the server sends new co-ordinates to the monster (ie, telling them to move) or whenever their ID updates (ie, they lose HP or gain a status effect)

It's most likely that the server didnt work out colision correctly and it was able to fall through the floor.

if thats a glitch its equivalent to the under the water one at valkurm, if its not its just freezing their coordinates at their specified spot, a hack.

I'd use it as a chance to get some RMT banned. Tell the GM they be hacking mobs through walls. lol
