I hear they only appear at a certain time or something like that and that's the only time you can get the pitch fork. But I've also heard you have to get a partner and one of you become a skeleton and one of you become a ghost and you talk to someone where the balloons are. Haven't tested it and haven't found the moogles to try talking to them. Got the other eight items though.^^
