It is a special item. Only given away at certain times. iirc, only during the Anniversary of when the game itself launched. So only once a year

Talk to the moogle outside your home nations MH (Bastok Port for example) and they will give you one if you dont have one. Iirc.

If I remember, they gave it out during last year's Adventurer Appreciation event, which was also the 5th? anniversary of the game, and said that this would be the only time ever the ring would be available.
Then, for some reason, there was an influx of new/returning players, so they made it available to them - through the Festive Moogle, I believe - but that was a limited-time thing, six months or something.
I don't think you can get it anymore.

The moogle outside of the mog house will give this to you if you never received it; thus smacking in the face players who went 5 years without it; so that players can get higher levels faster in a shorter period of time without being shown the ropes. Of course, newbs get to 75 over night now-a-days anyway so what's it matter
I hope so cause I'll be doing exactly that once I get un-lazy.

Right beside the exit of your MH in one of the sandy areas. Im not from sandy so I dont know where. Check the wiki?

The Festive Moogle is near the mog house entrance in Port San d'Oria. He's not right beside it like in Bastok, he's kind of across the room.

Sorry to burst any bubbles but you can only get the ring if your account was created by June 1st 2007.. I created my account on June 9th 2007 so i got fucked out of the ring by a little over a week D;
theres a festive moogle outside mog house in port sandoria, he says he has a bag full of goodies but the meanie told me he didnt have anything for me lol, do i have to bring/trade him something???

The festive moogle gives you a ring if you missed the one from last year. The moogles in Bastok Markets and Mines give you the new one.
