PSP Help needed for Downloading games to PSP... sorta. Details inside.

I just tried starting the PSP Port of Cave Story for my PSP but it won't open. The PSP brings up the error "The game could not be started. (80020148).

Does anyone know what that means? Does anyone have a working file for Cave Story?

Edit: NVM, figured out the problem.
