How i mine fo fish?!?

i was wandering through north san d'oria today, and i realized... fountains = water = why cant i fish for gil there!? i think it would be a *coughcough* "great" addition to the game... somehow... if you wanna see countless people standing around a fountain, degrading themselves for a bit of gil, vote yes for proposition 9200!!

no really, i wanna know why i cant... >.>;
 
lol, ideally you would be able to cast a line anywhere, whether or not you catch something is a different story, but i think it would be funny to get a picture of myself fishing in a fountain^^
