In areas under own nations control...

Ok, i'm just stumped. baffled. bewildered. I have a republic circlet, my good friend Weaponslayer made it for me, the effect is "In areas under own nations control: Magic Attack Bonus +5" I was doing fenrir run a few days ago, full moon fountain is in windurstian controlled area, my nation is currently on windy. I do T4 for a smooth 1200 dmg with the af hat on to fenrir... I think to myself, wow, if I put this circlet on the damage will be even sweeter... Put it on... 1120. I was of course at a loss as to the reason for this. I tried it again, no dmg increase. In the last couple days i've tried it all over the world. I switched to bastok which i'm rank 10 in as well and tried it in a bastok controlled area. No effect. Now i'm here. someone tell me, wtf is this? Does MAB+ cap out? Is there a point at which it no longer affects the dmg and only int can push it higher?

Another similar occurance, same deal with my monk and his TM+2's(for sale, will discount for qcdn ^^ PM me for a price, got spartans) not that i really care but WTF SE, WHERE'S MY CHA BOOST?!! -.-;

if anyone could help explain this all it would be much appreciated.

Signet is required of those kinds of effects to work. So if you don't have signet on, thats why.

I got into an hour long pissing match with a GM a long long long time ago about that whole area under nation's control and signet ... course at the time i had no idea signet activated it and all he kept telling me was "i can't tell you how it works, but it's not bugged" ...
