I actually quoted this out of context intentionally as a joke. Taken out of context it implies that you are safer at work drunk or high.

Taken in context, 7% of workers admit to being under the influence at work. If this figure is correct, those 7% suffer 19% of the fatalities - making them much less safe as a group than sober workers.

No, it tells you that out of 100% of the people that DID die at work, 19% of them were intoxicated. They didn't mention what over all percentage of people died.
