Is there a way to scan your PC to make a new library or edit the one u use to get all the music in your PC?

Select your whole library and delete it - unselect every genre/album/artist and then go to edit- select all, then right click and delete. Your library is now empty. Put all of your music in one giant folder and load it.

iTunes doesn't scan your PC for all mp3 files or anything like that, you have to tell it where to look.

Edit > Preferences > Advanced To change the folder location.

File > Add Folder to add music from an already existing folder, but it doesn't copy to music to the iTunes folder.

Advanced > Consolidate Library to copy all the music listed on iTunes to the iTunes folder.

Only problem with that is ending up with sound files from every program you own...MSN Messenger chimes and the like. iTunes reads .wav files.
