Yeah thats pretty much what it (probably) is. If you can't kill the damn thing without sleeping it because your tank dies every 5 mins then you shouldn't be in the aery.

Considering This item is close to useless, I'd say 10k points. Seriously success rate +1% ? So basically instead of 95% success rate you get 96% ? wtf ..

I would think people would get the ring for the "No HQing" property more than the 1%+ to the success rate...

Ya it pretty much sucks. But i suppose it could be used for high break rate items like cursed dalm or hades sainti..
