What I want to know are Str, Dex, Chr (since DE has a Chr Mod). Since Mithras have the lowest Chr, I wonder if that is why Mithras would choose Evis over DE with the proper set up vs. a Taru (second highest Chr) would offer min. gains/losses going with either.

CHR is a secondary modifier, meaning secondary, not primary. "Primary mod" of DE or evis are str acc and attack, those are the first concerns, then come second mods if you have room for them in your gear swaps.
