Arguably hitting for 20's and 30's over time with only 120 tp for the weaponskill beats hitting for 8 and 9, then 300 tp. There's no data though. I'm a power thief myself when I'm not soloing. Hitting for single digits and teens 99% of the time is just plain embarassing to me. I won't be out-melee'd by a duning monk. And when some retard makes me build to 300 tp, I'm not impressed with the resulting pent-up anger. So I keep the tp low and my power high. If my partner is slow, I just keep adding on power equipment until I'm wearing heca gear or something ridiculous like that.

There's only so much you can switch out during the weaponskill though. Can't switch out food. Can't switch out mainhand. Both of those are important decisions when choosing to go for speed or power overall.

Depending on the situation this could be an amazing dagger, in other a complete piece of shit. Now until someone has parsed the difference between offhanding this and other offhand daggers, they should really keep their mouths shut.
