Ok, I have been running through giddeus for three days, slaughtering every Yagudo in sight. Have a bit over 200 necklaces.. (i lost count around 160)...
I was able to quest Tonko, but I still don't have enough Norg fame to quest Utsusemi... anything else I can do besides Yagudo necklaces, and zinc ore to raise fame?... -.-'
 
Do the quests for Kurayami, Hojo, and Jubaku Ichis, and do the zinc quest at least once, and join the tenshudo shop in lower jeuno.
 
ok well, i'm alreadya member of tenshodo, so that is covered.
Zinc Ore, i heard is as bad as the yag necklaces so i'm trying to stay awy from it.
and where are those npc's located?

You get a ton of fame for the first time doing the quest, then much less for each repeat. It only takes 5 zinc ore to do that quest once, and that will get you more fame than 20 necklaces easy.
 
200 in my experience was all that was ever needed. When I had trouble activating utsu i discovered I had to finish/activate the tonko quest first. Perhaps its the same with you?
try to finish those rust subligar/leggins quests for the appropriate scrolls and retry again.

Oh no, the zinc ores are much better.
I started with yag necklaces and got almost nowhere after 80-100 necklaces (I'm impatient) and then I switched to doing zinc.

There have even been claims that zince ore quest might be half of the yag necklace quest, though I don't see how that would work.. since I always thought repeated quest gives the same amount of fame each time, but what do I know?
 
I believe Utsusemi has a prerequisite quest needed before activating. I had done the Yagudo Necklace quest for at least 200 necklaces and done the Zinc Ore quest at least once before as well. I went to Norg and had enough fame for all, but one or two quest, one of which was Utsusemi. I checked fame level and it said I had sufficient fame, so I finished all the quests in Norg for NIN scrolls and I was then able to activate the last quest for Utsusemi. Just do all the NIN scrolls in Norg that you can activate now and when you finish those, you should be able to activate the rest. If you are doing the Utsu quest for gil, the other scrolls are good gil as well or if you are going to use the scrolls, you'll want them all for NIN. Either way, you'd want to do the quests anyways.
