It's for the WoTG mission Dancers in Distress and an old Jeuno quest. They've been dropping them for years out there.

i think i found out. the old dolls (which are part of an annual type of quest-azmuith circle) require these dolls. dont know for sure, because i never really got into them.

For future refrence, just make it sound like it was a beastman after money and you can just go buy the gold beastcoin on the AH. That's what I did. The answers are pretty blunt on how to get it.
