Oily Black Feather?

[Atreus]

I have a quick question for anyone who might have come across this. I zoned in to Windurst after finishing the first three Bastok quests and completing WotG missions 1 and 2, a cutscene started with a little Taru going on about being really smart or something along those lines, anyways as the CS ended he dropped an "Oily Black Feather" I did a little research and didn't manage to find any info on what to do with it. Just wondering if anyone has come across this CS as well and might know what to do, any info would be great.

-Cheers
