Simple enough, a 100% proven way to know if pirates are coming on your boat ride, as soon as you zone into the boat try to target the 2 "Door" to go to the guild->above deck. If you can target them instantly, pirates WILL come. If it takes ~5 seconds, they won't.
As much as this doesn't sound true, it really does work.
PS: Those camping the 2 Skeleton NM, one of the summoners on the ship will be wearing a Vermillion Cloak.
