Possible glitch?

[Mattaru]

So I did a lot of mark hunts at once and ended up going through the ranks where you can get reverse and bravery before I got a chance to stop off at the provisioner. It seems that it will only offer me the new items offered by my new rank and not the other ones. Does this mean I can no longer get these spells or is it a glitch/something I am overlooking?

nah its not a glitch, the spells and techs offered at provisioners are bassed off plt events. So advance the plot and you will unlock new toys
you just have to run around and check all the shops
(the relovant ones) Use those teleport crystals and when
you get it your airship and you can pick up most everything.
There are a few spells that are only for sale in some really
weird and out of the way places, if you unlock the whole grid and are
missing something check online to find which merchant sells
a particular spell.

I was being stupid. I got 'em.
