This isn't easy to answer, you may need to be more specific with your question in regards to your ultimatum.

But lets say in EXP or KSNM, or when you just have to simply choose one over the other.
A properly equipped war, or any job for that matter, should never
have to choose one over the other. In exp I typically go full acc and swap out for atk if I'm parsing high enough, but I have almost zero haste gear. In KSNMs I have the same gearsets I always do, but typically I kite so I throw on the enmity swap.
Haste-wise, I'll compare myself to Motley doing Lebros rocks. He has Haidate, Walalala, Dusk Gloves (well, had), Suppa, Joytoy. I have Suppa and Patroclus', no multi-hit weap offhanded.
Mot's swing delay = 20% Dual Wield, 13% Haste. Max DA merits, wearing DA+0.
My swing delay = 20% Dual Wield, 2% Haste. Zero DA merits, wearing DA+2.
Beating on the rocks with ~95% accuracy, Mot would beat me to 100% by approximately 25%. Thus, if we're both mashing at 100%, he'll get 5 Rampages to my 4. This isn't a fantastic test given our accuracy is not an issue, but it gives you an idea.

Which would you rather invest most of your money into, Haste Strength or Accuracy gear?
I've never been big on the +haste bandwagon. For most exp camps I prefer to stack acc as much as possible. If I'm breaking 92% or so, I start putting on atk gear instead of acc. If I'm still breaking 90% after that, I switch to meat. Haste just doesn't do it for me, but I'd probably be saying otherwise if I had Haidate of my own.
But as far as str goes, you should always, always, always have a pimpin' str swap.
