If she was EVER there, it must have been during my 2004 absence. I can readily attest, with screenshots, to the fact that she was on the "pay" side of the Selbina ferry dock in late 2003.

As to her being gone, I suppose she has to restock sometimes. I've just never seen it happen. It's like magic.
