Before he was banned Rann said Jyak's rate downs were gray so... I don't know. His still worked on me one dot ago.

I can vouch with my multiple rate downs from Jya that they are red. Lawls for all.

I know people who have less than 10 posts or are in the Red, they rate downs don't do anything.

That can't be right, I calculated it and Jya's rate down was 3 points and not.. whatever it was supposed to be.

Maybe the more you rate people down, the less your ratedowns count? Would explain the Jya ratedowns since I'm pretty sure that all he does is rate people down for no good reason.

There was only one field in the user profiles for "reputation power". I saw no reason to believe it tracks rate ups/downs with independant formulae.
