That is irrelevant.
Fast Cast Trait - Static
AF - Static
Loquacious/Rostrums - random?
Erm..
And why is it so hard to believe anything in this game can be random? You didn't answer me that question yet.
And don't come with a "static - static - random" argument as it proves nothing.
besides, their "tests" are not really good. They don't post how many tests they did, for all we know they can have made 1 test and concluded that its always the same.
Besides, 1% can't be right any way you look at it. 60x0.98=59.4, and the game have a bad habit of rounding everything up. So their results fail already in the first of those threads.
60x0.98=58.8, meaning 59 sec recast.
60x0.97= 58.2, once again, game rounds it up. Even if it didn't round up, it would be 58, which is the result I occasionally see, but not very often.
So in conclusion, even with their tests, the effect can still be random from 0-3% and all the tests would still be correct. To get good tests, you need to cast a spell with more then 100 sec recast, and I can't think of any spells with that long a recast unless you use elegy+slow in Ballista, or maybe super weakened in Dynamis.
Even then, the 58 recast can be from lag. A 60 sec recast can't though, as I can't see how lag adds 1 sec to the recast time...
In conclusion, Rostrum Pumps can either have 1-3% randomly, or 0-3% randomly, or even 1-2% randomly, without the test results changing much.
