When I tried the 20-cap fights, the avatars always used their 2h right after 2'nd searing light hit. Dunno why it'd be different for anyone else (they always use it at 1/2hp)

Yes, they always do 2 hour after second SL..at least for Shiva.

When I casted SL for the second time..it wasnt even a SECOND before I read.
