As are WAR's. (see 1850 Steel Cyclone *with Byakko's* @100% TP *double attacked*)

1445 Raging Rush with Fortitude Axe rocked my world too. Wonder what'd have been like with Martial Bhuj or Byakko's.

SAM did get a direct boost, the multipliers for yuki/gekko/kasha went through the roof.
 
Jug Pets/Wild Pets have a damage cap like this too.
