I saw someone use it this morning, but they didn't tell me where they got it or how. Anyone got any info?

It's for the Dream Hat +1. I used in in the middle of Yhoator Jungle to avoid people spamming me with /tells ^^;
Place Xmas Tree in Mog House.
Go gift fireworks and kiddie presents out. Until the smilebringer says something like "The Children love you. Even I do" or something (I forget, but it's very similar)
Wait for servers to reset (for UK it's 4pm) (Servers to reset = new day for Japan)
Talk to moogle, and he gives you the special present!

Someone said they got it without gifting the kids because apparently you can't do that this year. They just put the tree in the MH.

I had to give out 8 presents, I just got my +1 hat at approximately 8pm~ GMT.
I had all three christmas trees in my mog house. I haven't checked what the smilebringer says.
