I don't have time to play during the year and am going to suspend my account until next summer. Is there any way I can keep my character and all of my in game stuff without paying the monthly fee?

From what I understand, you can't leave your Content Ids inactive for more than 3 months or else your character will be deleted. Also, I'm guessing that if the character is deleted, it can be restored, but not the equipment on it.
I can suggest three solutions:
1. Reactivate your account every 3rd month;
2. Lend your account to a friend(*) during that year;
3. Give your non Rare/Ex stuff to a friend(*), then have your character restored in a year, and have him return your equipment.
(*) Read as "someone who you know where they leave so you can beat the snot out of them if they do not return your virtual property."
