If I switched my nation from Bastok To Sandy or Windy and then switched back would I still be Rank 5 in Bastok? I heard you would lose CP but what about rank?

Your rank and CP are nation specific, you don't LOSE them, but they're only available when you belong to that specific nation. So switching from Bastok to another nation will send you to Rank 1 & 0CP, but switching back will restore your previous rank and CP.
The outpost warps are gone though once you switch, those are lost and you must redo them again if you switch.

The two reasons I would not ever switch national allegiance, Ronfoure and Sarutobaruto outposts...

Same here! Plus the fact that I'm a loyal citizen of Bastok. I love my nation, and it's the best place to level low level jobs imho. ^^
