Conversely they aren't exactly bound in chains to join them, I saw the pearl on Arthur and wondered why myself but, it doesn't mean they're just helpless and being forced to join the ls.

In a way they share some of the responsibility since they add manpower to the ls indirectly(or directly?) the ability to do things that most find unacceptable
