The Special Task Force was put together in order to minimize the damage caused by certain members of the FINAL FANTASY XI community and to improve it as a whole - for this reason, the team is committed to monitoring its status on a daily basis. Here are some of the problems within the community which we have been focusing our attention upon.
We will also give you information on our current and future activities following the formation of the Special Task Force in Sept, 2006.

1.A word from the Special Task Force regarding hot topics within the community.

Certain monsters are always being hoarded, we never get our chance.
Certain Notorious Monsters (hereto after referred to as NM) within Tu'Lia and Upper Delkufutt's Tower which drop valuable items are attracting certain groups that camp in spawn spots.
These groups use illegal means to obtain rights on the NM, unfairly preventing other players from engaging with them. These groups have also been observed chasing other players away from these and other areas.

[Special Task Force]

We have been actively pursuing players who use illegal means to camp NM since October 2006.

However, many such players would simply create a new account, level up their character and continue with the activities which got them banned in the first place. The habitual mass exclusions that were taking place were losing their effect, so we decided to increase the frequency of these. This resulted in the increase in the number of groups of players that no longer directly violate the rules, but would still camp on certain areas, preventing other players from enjoying the game. For this reason, we are directly targeting these problem groups and we plan to continue to take action against them on a monthly basis.

Players announcing the sale of valuable items at Aht Urhgan Whitegate.
Certain characters constantly announce the sale of valuable items through shouts next to Aht Urhgan Whitegate. This certainly points to the fact that your activities have not made a dent in those problem players that swarm NMs.

[Special Task Force]

We have confirmed that the selling of Item Lot Tickets is indeed the work of the players which we mentioned above. We will be taking action as of this month. We have also set up a Special Task Force address. You may contact us and inform us of any such activities if you see them happening within the game. We will investigate any such activities and take the appropriate action.

Illegal Fishing
Many characters can be observed making automated movements along the bodies of water of Vana'diel. Their numbers have decreased, but there are still several of them moving from area to area and continuing their activities. You can even see them within the towns now.

[Special Task Force]

We have implemented a plan that addresses the issue of illegal fishing many times within a month, unlike other issues we also deal with. Also, we do believe that the number of such characters has largely decreased after the introduction of the Goblin Bounty Hunter.

However, while this has had the desired effect on such players, we have also confirmed that it has taken a toll on those who simply enjoy fishing normally.

We are currently investigating ways to keep this plan in effect, maximizing the effect on players breaking the rules, while minimizing the effect against players who fish and play normally.

We also have the means to take action against almost all characters that take part in illegal fishing activities. While they may return with new accounts, we are committed to increasing the frequency of our actions against these characters and aim to reduce the overall numbers of such characters within the game.

About characters which sell Quest Items frequently
There are a lot of characters selling quest reward items for much less than they are worth and in large quantities as well. As a result, the market has changed and it has become difficult for normal players to sell their items. While action was taken in order to correct the problem, the announcement was made after the measures were in place, causing a lot of confusion among players

[Special Task Force]

After investigating this issue, it was determined that a certain group gathering items after repeatedly doing a quest would give the items to a single character, who in turn who would put the items up for auction. It was also determined that a number of these characters within these groups were using illegal means to move their characters in FINAL FANTASY XI. This has been taken care of.

Also, announcing changes made to quests after they had been enacted has become policy in order to deter other groups from causing further problems. While this may have caused some confusion among our players, we will try and avoid this in our future efforts.
After enacting these changes to the quests, we have observed a marked decrease in the number of items being repeatedly put up for sale. We are aware that this same problem may occur with other quests and we are keeping a close eye to make sure things are under control.

Real Money trading
Real Money Traders should be punished, but it is unclear how players who obtain Gil are handled. The official announcement was not clear on this. There are a lot of voices in the community which say that they have bought Gil from RMT groups but were not punished for their actions.

[Special Task Force]

We are aware that the characters that farm Gil, use illegal programs to camp spots and cause trouble with other players are affecting the game-play of our users. In order to keep these under control, catching *Hunters who gather Gil is definitely a priority on our task list.

However, we are also aware of the fact that RMT would not exist if it were not for the existence of people who buy Gil. For this reason, we have decided to enact stricter standards against those players who choose to obtain Gil through illegal means. Please be fair and do not encourage RMT by purchasing Gil from these groups.

*Hunters: Characters which kill NM, clear quests and obtain items over and over again with the sole purpose of gathering Gil which is then handed off to the RMT groups.

2.Half Year Results

Our Actions
The Special Task Force has taken action against various "RMT sites" and characters using illegal means to play the game during this past year. We have focused on the following two issues.

1.Action against RMT sites.
Identifying RMT site vendors and then freezing the Gil in those accounts.
2.Characters using illegal means to play the game
Most characters which hand off Gil to the RMT sites use illegal means to move within the game or hunt NM. Stopping these characters puts a damper on the flow of Gil into RMT sites, keeping them from pursuing their activities. Additional goals have been set to curb the amount of harassment being done by such characters towards our normal players.

Results
[RMT Sites]

Most of the investigation and actions focused on the most prominent RMT sites. As a result, the number of active sites has been reduced from 150 sites (estimated in November 2006) to roughly a third of their original number. We are continuing to enact counter-measures against smaller sites that were able to get past our original investigation.

[Characters using illegal means to play the game]

1." Characters using illegal means to play and lay claim on monsters
As of February 2007, the number of such characters has dwindled to roughly 1/6th of the original tally compared to November 2006. The number of accounts which we have had to take action against has decreased as a result of the counter measures being enacted by the Special Task Force. We believe that this is a definite sign that we are getting results.

2." Characters using illegal means to move in the game"
We identified an increase in characters using illegal means to move within the game in order to complete certain quests repeatedly. As of January 2007 we effected a mass banning to help bring this situation under control. We have also introduced technical safeguards within the quests themselves to also help combat the situation. Recently we have observed a marked decrease in the number of groups doing quests repeatedly which has resulted in a subsequent decrease of characters using illegal means to travel within the game.

3." Characters using illegal means to automatically play the game"
We have observed an increase of characters using illegal means to play the game automatically as of February. We are still unsure what effect our activities are having against these users. We will keep our players updated on the situation and continue our efforts to combat these individuals.

3.Future Plans

Due to our actions against the process of obtaining Gil and flow of Gil used by RMT groups, we have seen a marked decrease in the number of FINAL FANTASY XI related RMT sites. However, there are still sites that continue to exist. Until these sites are completely stopped, we can not say that the characters associated with these sites causing problems within the game have been completely wiped out.

We will continue to combat RMT and other illegal activities in our investigations. Especially in the case of players using illegal means to run through the game, we are considering new and innovative ways to catch and control such actions.

We will also continue to focus our efforts on the Hunters within the game, since we believe that they play a pivotal role in the RMT structure.

Until now we haven't had a chance to inform you, the players, of our actions and thoughts on the current situation. We do however plan to keep our community informed of Special Task Force actions and comments in releases such as this one on a regular basis from now on.

As a result of the Special Task Forces' actions, we believe we have started to affect the Vana 'diel economy and bring it back under control.
We hope to continue our efforts, cooperating with our development team and other departments in order to bring an effect on the game that is not a disadvantage to our users.

We will pursue our quest for the creation and maintenance of a healthy and fun FINAL FANTASY XI community. Thank you all for your cooperation and understanding.

Holy crap - a real address to contact real people about a real support issue... SE has learned!

This reminds me of the Mutant Extermination Program from X-Men. :-D (lol)
I like the idea of driving RMT out of our game forever, and out of business.

So what if they are paying for their accounts?
They are rule breakers, and should be punished like one.

All my calls in regards to illegal activities and rmt-related situations must have been taken into consideration. As King Bowser would say, "Bwahahahaha!!" :-D (lol)

I'll be looking forward to NPC prices rates being higher for selling stuff versus the auction house with more rule breaker accounts banned.

In addition, those heavily RMT areas will get clean, and allow us legit FFXI players to do our thing w/o dumb RMT causing us problems.

Also its true what they noted about gil buyers.
If the need is not there, and the economy is stable; no buyers means no sellers; which in turn means no one will give a damn about RMT.

Anyone who buys gil going forward will get banned.
Any RMT selling gil or a service like lotting rights will get banned.
RMT that heavily camp stuff, and use illegal means will get banned.

Keep up the good word, Special Task Force.
Lets make Vana'diel a fun place for the real players. ^^

I appreciate what SE is doing finally and trying to make a difference, although it's a little late after 3+ years of complete ignorance of the situation, but I still have a problem. I understand that RMT and hackers are something that will never disappear completely, once you enable one countermeasure, they will just use another method. Trust me, I get that. I used to play other online games and even was an admin at one time so I know all about having to ban cheaters and keep a constant eye out for new ones, but the problem I haven't isn't that. It's the speed at which they respond. If I see a cheater or RMT, ban them now, not at the end of the month. I know it won't be instant, but it shouldn't take a month to make a conclusion.

And take their friends too. If they see someone benefitting from the cheats, SE said they'd get everyone, but so far it just seems to be the main culprit. I'd really like to see that enforced more. A quick, "Hey, #### is using hacks to gain an unfair advantage. Everyone in your party/alliance/linkshell will be given a temp suspension and the culprit will be given a stricter punishment. Have a nice fuckin day."

Didn't they try this? I read reports of a player who did a Kirin with gilsellers (can't remember if they were hacking at the time of the jailing or not) and was sent to jail with them for association. This was probably 6 months ago on KI, but haven't read anything else since then regarding this.

The only problem with that would be people getting nailed for association when they honestly don't know any better. If S-E finds a way to detect bot-claiming and takes that approach, a lot of people who've never touched a hack would get temp-banned because they unknowingly had a botter in their shell. People would be really paranoid and end-game would become pretty rough. I'd understand for more deliberate hacking like speed hacking that you pretty much have to know your shellmates are using, but the less detectable ones it wouldn't really be fair to tempban the whole alliance the hacker was in.

Jamal: Yah, I read that and saw the screenies, but I haven't really seen anything since.

Rappa: That's my point. Imagine someone in your linkshell is hacking, gets caught and a whole alliance gets temp suspensions. Who's not going to be a member of your LS tomorrow? Who's not ever going to be getting any gear from your group again? The problem today is no one knows who it is and even when they do, nothing negative happens to those that know. People risk it for the gear because it only effects them and others can turn a blind eye towards it for that very same reason, but if you're getting others banned, some might stop because of that. Most importantly, a good majority just wouldn't allow themselves to get suspended or banned for someone else's bad judgement even if they all stand to benefit from it.

I think the STF will most likely ban the actual person using the hack first before banning legit linkshells. It would only seem logical and fair.

I agree that it wouldn't be cool to issue bannings to people just because your linkshell was accused for hacking when in reality it was one bad apple who caused the trouble.

It might be wise for LS leaders to strenuate to all members not to get involved with any kind of tools that cause unfair gain in the game.

I think for RMT groups, the bannings will be on instant.

As for legit linkshells, they'll most likely just come after the person using the cheats by monitoring their activities, and seeing if they have any kind of questionable logs.

The problem is what defines a "legit" linkshell? It's obvious to a player but not so much to a random guy looking to enforce rules on people he doesn't know. I mean look at Icethump's motley crew at sky. Just at a glance they would seem to be a highly successful legit ls going by gear. You would have to know that they literally never leave sky before you would get suspicious. Just showing up at a certain place doesn't necessarily make you "legit" in the eyes of the STF, which is why I would expect whatever rules they follow to be applied equally to all players.

I agree. I hope everything gets done fairly, and applies to all players equally.
I also hope they highly monitor RMT for all their known trends that a lot of us know of already.

Perhaps with that new reporting tool available, people like us who see RMT activities taking place in end-game areas now have the upper hand to report things that need to be addressed.

Yet QCDN still has links to gil and bot sites. lol

Sounds to me like there's at least a possibility of "sting" operations comin down in the near future. I got zero idea of how they'd ever go about proving someone buys gil otherwise. I really, really hope that's what they mean in the above quote.

If it is, all you punks out there havin fun with mommy and daddy's credit cards, it's time to read the handwriting on the wall.

Translation: SE BUYS GIL!

They must. It makes complete sense. Buy a mil, take the trade, bancannon the person who traded and all accounts associated above/below it.

It would be a very logical approach to discovering who is dishing out the cash.

Potential problem, what if someone gets angry with their own shell? Couldn't they start hacking, and try to not let anyone within their shell know, and GM himself with a mule or something?

Farfetched, but it'd be messed up to automatically give everyone in the ls a 3 day ban, and sooner or later something like this would happen.

I'm not suggesting anything permanent, but give them a 1 day suspension and the actual cheater a harder punishment. The suspension shouldn't effect your status unless you are a habitual offender in which case, you are more than likely allowing cheaters to thrive in order to make use of them. The idea is to hurt all those who benefit enough so that they will be discouraged from allowing cheaters into linkshells and to make sure the members are clearly certain who is the cheater. The fact that cheaters are allowed to continue within any shell only encourages their cheating since no lasting repurcussions come from their link mates.

A good example would be if you have a cheater in your shell. You camp Faf/Nid and the cheater claims with a bot. The people should all be temp suspended and the cheater would get a ban that would go on record, possibly a 1 day ban for first offense. The cheater comes back and the shell allows that same person to cheat again. All those present should get a more severe punishment along with the offender being banned. I also think all the ill gotten goods should be deleted from all accounts. If the person intentionally cheated in order to harm their own shell, then the shell SHOULD kick him after the first time. In that case, I don't believe the shell should suffer from any further punishment because it SHOULD be an isolated incident. Obviously, GMs would need to investigate to determine the extent of the relationship, but as it stands, shells will refuse to acknowledge any cheater within their ranks because there is no proof provided to them and often, they stand to benefit directly without any negative impact. Even if the GMs were to determine someone is cheating, they cannot apply the rules to punish those directly involved unless it is clear that everyone around the cheater knew of the action (more apparent cheats like flee hacks, POS warp, etc.).

Even temp bans are pushing it as far as blaming the innocent bystanders goes. If they're specifically using those hacks to their advantage... Like having a SMN/WHM kite xarcabard demons, that's the people who should get the same punishment as the hacker, because they were effectively hacking themselves.

Even temp-banning people who quite possibly had no idea the person in question was botting is only gonna create a whole lot of misery end-game, as Rappa pointed out. Quite likely to the point of McCarthyism. Even if as you suggested, those cheaters get tagged and let back into the wild, they could get booted from the shell, and join another shell, and then that shell gets hit with the nastyness.

Jailing them and waiting for the mob to despawn / be killed by another shell, on the other hand, should be enough motivation. You claimed with a bot, so you didn't claim. Nice and simple. Again, using anything more obvious than a claimbot should face harsher punishment, temp bans at the minimum, because it's damn near impossible to have no idea those are being used.

Lavi did the thought that they only give a monthly summary ever pop into your head?

Ninjar: Just because they don't announce how many rmt/hackers/w/e a week doesn't mean they aren't.
