Ok I hae gotten this to work in Bastok Markets, Bastok Mines, and North San odaria.

Trade a sweet to every NPC in the zone who has a costume. By doing this I have gotten Trick Staff II, treat staff, Pumpkin head, and a trick staff one.

My theory may be wrong, I can not find the last NPC in south San'Odaria. I just know it worked in the others and that this is the cheapest theory out there. (Since it is the cheapest try it and lemme know how it works out for you)

There was a running theory I had a couple days ago that every player has a file on their computer that holds a temporary file of the data of every area (such as NPC names what they should say to you etc). And one random NPC chosen from the "Costume" NPC's is chosen in a string of rules in this data file to give you an item no matter what "treat" you give them.

Im not sure if this is world wide or just country wide, and I don't know if it resets to a different NPC when you zone or log.

But from a programmers perspective it makes sense.

ive also got a theory..when i started doing it i gave an apple pie to a Trick Wight in Bastok and got the pumpkin head...then i gave all kinds of stuff to all the other NPC's and got nothing
Then i went to sandy and the guard at the gate gave me a Jack-O-Lantern when i gave him a Pammama Fruit gave all NPC's all kinds of stuff and got nothing again.
Went to Windy and gave the guard at the gate another Pammama Fruit and got Trick Staff II.
so, i think u get items in different cities..i could be wrong but it worked on me...now i havent completed it cause i dont have a Treat Staff or anything..so im gonna try it later

Trick Staff II

The Trick Staff II works like a warp scroll except you have 10 charges and can use it only once a real life day. I am not sure if its rechargeable however.
