(CNN) -- Two University of Florida police officers were placed on leave with pay after using an electronic stun gun to subdue a student who was questioning Sen. John Kerry at a campus forum, the school's president said Tuesday.

Student Andrew Meyer is surrounded by university police in Gainesville, Florida, on Monday.

But the student's behavior and past activities are prompting questions about whether the incident was part of a stunt.

The Florida Division of Law Enforcement will investigate Monday's arrest of Andrew Meyer, said University of Florida President J. Bernard Machen. Machen called the incident "regretful for us."

"The thing that I regret is that civil dialogue and civil discourse did not happen," Machen said. "That's fundamental to a university campus. Why it didn't happen is what we're trying to sort out."

During Monday's forum, Meyer came to the microphone to question the 2004 Democratic presidential nominee from Massachusetts.

"You will take my question because I have been listening to your crap for two hours," Meyer told Kerry, according to the police report of the incident.

He then turned to a woman and said "Are you taping this? Do you have this? You ready?" the report said.

Clarissa Jessup, who contributed I-Report video of the incident to CNN, said Meyer gave her his camera and asked her to shoot video of him posing his questions to Kerry.

Organizers had cut off questioning before Meyer went to the microphone, she said. Watch Jessup describe the incident Video

Meyer asked Kerry why he did not contest his loss to President Bush in the pivotal state of Ohio over allegations that African-American voters were disenfranchised.

Meyer also questioned Kerry about why he did not support impeaching Bush and whether he belonged to the Yale University secret society Skull and Bones, as Bush did.

One of the police officers on the scene observed that Meyer was "yelling as loud as he could as to sensationalize his presence," according to the police report.

Meyer had about a minute and a half at the microphone before police stepped in to haul him away. As he tried to escape their grip, Kerry protested, "That's all right, let me answer his question."

But as Meyer repeatedly questioned why he was being arrested, officers dragged him to the back of the auditorium and then used a Taser on him when he continued to struggle.

While Kerry pleaded for calm, officers warned the student he would be shocked if he did not stop resisting.

Meyer responded, "What did I do? Get off me ... get the f--- off me, man, I didn't do anything. Don't Tase me, bro, I didn't do anything."

Police noted that his demeanor "completely changed once the cameras were not in sight" and described him as laughing and being lighthearted as he was being driven to the Alachua County Detention Center.

"I am not mad at you guys, you didn't do anything wrong. You were just trying to do your job," Meyer said, according to the police report.

At one point, he asked whether there were going to be cameras at the jail, according to the report.

Meyer was charged with resisting arrest with violence -- a felony -- and a misdemeanor count of disturbing the peace. He was released without having to post bond Tuesday.

Machen said the clips posted online paint an incomplete picture of the scene. Watch the university's reaction Video

University spokesman Steve Orlando said before police moved in, Meyer was asked to relinquish the microphone because he was "being disruptive."

But the arrest triggered a protest by a group of University of Florida students Tuesday. One of them, Benjamin Dictor, called the arrest "an assault on reason itself."

"For a question to be met with arrest, not to mention physical violence, is completely unacceptable in the United States," Dictor said.

Some students cheered Meyer's removal, and others looked on quietly. But several screamed in protest when officers prepared to shock him.

Meyer was carrying a business card advertising "TheAndrewMeyer.com 'Speak My Mind,' " the police report said.

The Web site features videos of Meyer taking part in several practical jokes. It also includes a "disorganized diatribe" that criticizes the war in Iraq and the media.

The Web site said his friends had posted coverage of his arrest.

In a statement issued Tuesday, Kerry said he didn't know a Taser had been used on the student until after he left the event, and said he hoped no one was injured.

"In 37 years of public appearances, through wars, protests and highly emotional events, I have never had a dialogue end this way," he said.

"I believe I could have handled the situation without interruption, but again, I do not know what warnings or other exchanges transpired between the young man and the police prior to his barging to the front of the line and their intervention."

Machen said authorities have not determined whether Tasers were used improperly.

In addition, he said a student-faculty review panel will examine "all of our protocols relative to student dialogue and faculty interaction" in the wake of the incident.

lol, that guy is a little bitch. There is a lot worse shit that doesn't get reported that cops should go to jail for.

Lol dont taser me bro!

He did it because he's tired of not having a voice in this country. He made people listen to him, so they took him to jail for resisting an unjust arrest.

Some guy in my class today was telling us about this today and he was going on and on about how it was "bullshit" that the kid got the taser and stuff. Everyone agreed with him, even though he gave an extremely skewed version of the story (obviously none of us had heard yet).

God, I hate college-aged people a lot. I don't know if it's because all of them are liberal or what, but I really don't like being grouped with anyone of the sort. From what I read the kid did some stupid shit and although the cops may have acted somewhat out of line even the kid said that they did nothing wrong.

Edit: Seriously, do people just stand up and take sides just because it's popular or do people even think on their own any more?

He did it to be an attention whore and got tasered for resisting arrest, which is probably precisely the reaction he was going for.

What was the point he was trying to make? Was it that he is a whiny little bitch or that acting like an idiot around a presidential nominee isn't a good idea. I can't decide what his point was, but he does make a compelling argument.

The point was to make a compelling arguement. See what a good job he did? Not to mention, the rest of the nation will know about it now, as it will be on the national news.

here is the video i watched before I posted the first time.

This got reported because the arrest was wrongful not to forget they were suppressing freedom of speech on a government supported university. This case could go to the supreme court which wouldn't surprise me at all. He wasn't creating a disruption by asking questions on an open microphone.

People should be able to ask politicians uncomfortable questions without getting shocked the fuck up. I think I read that in the Constitution somewhere...

There is a difference between expressing your right to free speech and physically removing removing the mic from someone else to babble on and ask retarded questiosn. Also he was creating a public disturbance at a speech being given by John Kerry. While tasering him might have been a little much, he must have expected a response of some sort and hey, who doesnt' want to taser some dumbfuck journalism major who feels the need to prove something.

So by your logic we can remove your right to post jackass things like your thread in the anime section?

I have a question are you one of those people that think the Constitution is what gives the U.S. Citizens the right to speak freely? If you answer yes you're wrong. The constitution says the GOVERNMENT can not limit our right to speech. http://en.wikipedia.org/wiki/Morrill_Land-Grant_Colleges_Act. What's this? http://en.wikipedia.org/wiki/University_of_Florida built on federal land that was loaned out? http://en.wikipedia.org/wiki/Public_university what receives national and/or regional funding? Chances are U of FL gets both because of it's size and the fact it's one of the best institutions in the U.S.

Where in the video does it show him pushing through people to get to the microphone? If he busted in he wouldn't have been waiting at the microphone he would have been hauled off because he was STANDING there. Don't believe everything the retarded video poster puts up when there is visual evidence contrasting what the video poster said.

According to the posted article, Meyer looked like a disrespectful, loudmouthed twit with a sandy vagina who could've been a potential threat in and of his own power or worst case scenario trying to incite a riot.

Anyone with common sense knows that you can say something without sounding like a pissed off Cuban woman from hell. (They're the fucking loudest things ever, my ex was Cuban...) I'm sure this kid didn't get that loud, but it's not so much what's said but how it's said.

Kid wants to be a loudmouth and attention whore, it doesn't matter how legitimate his questions are... With that approach he obviously didn't get far and shouldn't have been allowed to stay up there acting like that.

Freedom of speech is one thing, getting up in front of everyone and not maintaining a degree of civility and posing a possible threat (with the words and tone of voice used) is another.

If he didn't want to get zapped, he shouldn't have resisted and just contested whatever "unfair" treatment was flung his way through proper legal channels and perhaps earned his fame as a victim rather than a dumbass college student who wanted to mouth off and got zapped for resisting the Police.

Ugh I'm tired, but the kid got what was coming to him for taking the approach he did.

This isn't the government/police suppressing free speech, this is the police responding to a kid taking a more aggressive approach instead of keeping a cool head and asking his questions in a more civil manner.

Wait, hold up, lets just stop this right the fuck here.
Let's not try and make this a political thing. It's way more simpler and less complicated.
You have to all have to take into consideration the behavior of the student during all this. Before we bring out the "freedom of speech" card here let's all agree how this kid was acting; little crazy. Now for all of you that are not in college you have to realize since Virginia Tech things are a little different now. Crazy is not going to be ignored and for a kid to walk up to the microphone, demand to ask a question, to asked to be VIDEOTAPED while asking said question, people are going to freak out a little. On top of that, the questions he were asking were a little off. I can see asking about the Ohio thing and all but to bring up the Skull and Crossbone stuff? How is that going against free speech? It seems more like he was trying to prove some whacked out theory or be some sort of attention whore.
So here was have the raving kid on the microphone with a lot of uneasy people about. Calling the cops to handle the situation was the best solution. Those cops told the kid what they would do if he didn't calm down. How did anyone know this kid didn't have a weapon or planned to hurt someone from the way he was acting? He was shocked for the safety of everyone there.

My personal take: Attention whore that wanted to create a disturbance, wanted to get arrested, wanted for people to think his rights were being violated. Play everyone for a fool. Hell, he probably wanted to make it look like he was being arrested for asking Kerry the "hard questions".
So, anyone want to continue?

Yeah, he was acting like a douche bag. Elpon pretty much summed it up. Not to mention wether you like it or not Kerry is a pretty important (lolnotrly, more famous) guy. If i was in his shoes, and some dumbass college kid came up and started acting like him, i'd hope he'd get his ass stun gunned too. Its pretty obvious this kid just wanted attention, and because alot of people are like "OMG FUCK THE POLICE FOR PROTECTING US" and the media being whoreish, this kid is all over the news and being seen as some sort of "hero" because he acted like a dbag and got the taser for it.

oh please that little bitch got what he was asking for, he was making a scene and ran well over the amount of time that he was allowed to ask questions, he was asked PLENTY of times to stfu and step away from the mic and go sit down. and he refused, then when they tried to forcefully remove him he resisted!!

the piece of shit is lucky, that taser did alot less perm damage then a billy club to the head, which is how they wouldn't handled the dipshit 10 years ago.

He says he wants to leave peacefully after they had to throw him down to the ground and pile 4 cops on top of him, yeah I'm sure he wanted to leave at that point, but its to late by then.

Sorry but if you ignore what a police officer is telling you for so long then your gonna get your ass arrested, and if you resist THAT theres a good chance your gonna get ruffed up a bit on the way. The dip shit gets no sympathy from me.

Edit:: oh and don't give me the freedom of speech bullshit, freedom of speech had NOTHING to do with this, if anything HE was infringing on the other peoples Freedom of speech by being a total Douche bag, and refusing to step down from the mic to let someone else ask a legit question.

All you people talking shit about what went on need to watch the video. This kid was arrogant, loud, rude and obnoxious, yes. He clearly had a chip on his shoulder regarding Kerry and wanted to ask some rough questions. But contrary to what everyone is saying, he didn't bum rush someone for the microphone. He walked up to it and started talking.

I do not agree with his tone or his decision to interrupt once the question and answer portion of the discussion had been ended. However, in the video, you hear Kerry try several times to answer the kid, saying "Please, it's all right, allow me to answer his questions." If the kid was just ranting and raving and not allowing for Kerry to answer, then that is causing a disturbance just for the sake of making a scene, and yes, he should have been asked to leave and then focibly removed if he refused. If he stormed up to the stage and started talking threateningly to Kerry, then yeah, I can see forcie being used for Kerry's and others' protection. But from what I saw, he was just a kid with an attitude and a point to make, trying to get answers. He wasn't acting erratically, he wasn't waving a weapon... I think that the university police were way, WAY out of line. Number one, they should never have put their hands on the kid, and number two, tasering someone for asking a question is borderline fascist.

If you watch the video you'll notice that the cops are already standing behind him when he gets his hands on the mic, and are basically just waiting for him to start what they're already pretty sure he's going to do.

He's also a terrible actor, and is severely hamming it up for the cameras when they tase him.

Like I said, he got precisely what he wanted out of that.
