look out P2P?

Potentially capping bandwidth to improve network speed without them having to pay for upgrade in the service.

Think it could work?

Personally i would just switch services. But i know most people probably wouldn't be able to reach their bandwidth cap. I often find myself explaining to my less technologically inclined friends how bit torrent works.

i dont think its a bad idea to offered tiered service, but not to increase the cost for the same current bandwidth.
